Balsam Academy is a unit of Balaram Memorial Trust, established in 2004 as a result of a vision by a small group of individuals who recognised the challenges faced by mainstream schools in providing adequate services to a diverse student population, particularly those with low income and differing beliefs, languages, and behavioural approaches. The name "Balsam" reflects the school's commitment to nature in all aspects of its operations.

With a team of qualified and passionate facilitators, Balsam Academy's Governing Body is dedicated to providing support and guidance to students, leading to far-reaching positive implications not only for the school community but also for families and the broader community. Moving forward, the Governing Body aims to facilitate pathways for young people seeking entry into the workforce, collaborating with organisations that offer innovative solutions for young people and complement the school's ethos, exploring creative educational ideas for parents, children, and schools, and providing resources for new community initiatives.

The Non-executive Directors shall work closely with the Principal (Administrative Leader), Principal (Instructional Leader) and the Vice-Principal to deliver the mission of the school.

The School Management Committee (SMC) is an officially constituted body approved by the Board of Trustees of the school. The SMC is accountable to the school and its community and is responsible for acting in the best interest of the school and all its stakeholders. Members hold term for three years.

POWERS AND FUNCTIONS OF THE SCHOOL MANAGEMENT COMMITTEE

Subject to the overall control of the Trust, the duties, powers and responsibilities of the School Management Committee shall include but not limited to the following:

  • It shall supervise the activities of the school for its smooth functioning.
  • It will work according to the specific directions given by the Trust regarding admission policy. However, it shall ensure that admissions are made as per merit without discretion of gender, disability, religion, race, caste, creed and place of birth etc. strictly as per state policy.
  • It shall look into the welfare of the teachers and employees of the school.
  • It shall evolve both short-term and long-term plans for the improvement of the school.
  • It shall oversee appointment of adequate and competent teaching and non teaching staff.
  • It shall exercise financial powers beyond those delegated to the Principal (Administrative Leader) within the budgetary provisions of the school.
  • It shall take stock of academic programmes and progress of the school without jeopardising the academic freedom of the Principal (Instructional Leader).
  • It shall guide the Principal (Administrative Leader) and Principal (Instructional Leader) in school management.
  • It shall ensure that the norms given in the Acts/Rules of the State/UT and of the CBSE regarding terms and conditions of service and other rules governing recognition/Affiliation of the school are strictly adhered to.
  • It shall ensure that no financial irregularity is committed and no irregular procedure with regard to admission/examinations is adopted.
  • It shall approve the rates of fees and other charges subject to the conditions laid down in the bye-laws.
  • It shall review the budget of the school presented by the Principal and forward the same to Trust for approval.
  • It shall ensure the safety and security of children and staff of the school and give directions for improvement.
  • It shall look into grievances of the teachers and staff in connection with their service conditions and pay etc. and dispose of such grievances in accordance with applicable rules.
  • The School Management Committee will meet at least twice in an academic session.
  • The provisions contained in Acts and Regulations of the Appropriate Government will prevail upon the provisions related to the School Management Committee.

  • Evaluate the success, including attendance, feedback from participants, and areas for improvement.

AGENDA

The Sub-committee Head is responsible for preparing the agenda, and all associated documents will be distributed to members before the meeting, whenever possible. Members may request additional items be added to the agenda in advance of the meeting. In cases where a new item is of sufficient urgency, the Sub-committee may agree at the meeting that it requires immediate attention. The Sub-committee Head may prioritize important items by reordering the agenda, but all items on the agenda must be discussed.

MINUTES

All decisions made by the sub-committee must be recorded in the form of minutes. The minutes should include key points raised in the discussions, dates and times of meetings, attendance and apologies, and action items. Each decision should specify who will be responsible for implementing it or following it up. The person who chaired the meeting should sign the minutes once they have been accepted as a true and accurate record of the meeting. The minutes, along with the agenda for the next meeting, should be distributed to all members before the start of the next meeting.

PROCEEDINGS OF MEETINGS

The Sub-committee Head will chair the meeting and facilitate discussion, refraining from taking part in discussions to ensure impartiality. If the Sub-committee Head wishes to participate in a discussion, he or she may designate another member to chair the meeting.

The Sub-committee Head is responsible for ensuring that:

  • Meetings have a clear purpose, are focused, and result in positive and timely outcomes/decisions.
  • All members have the opportunity to comment and are treated equally in partnership.
  • All members are provided with available information to enable them to be aware of the issues being discussed.
  • Meeting procedures are clear and understood by all.
  • Meetings stick to the agenda items within appropriate time limits and are dealt with decisively.
  • Discussion is related to the committee's roles and responsibilities.
  • Discussions more suitable for the whole committee or another sub-committee are referred to.
  • Discussion about individual teachers/students/families or confidential information related to any individual is unacceptable.
  • Opportunity may be given to those not on the committee for input on an issue, where deemed appropriate.
  • Proposed points of agreement are in writing to assist the chair in reporting to the board members.
  • Discussions are directed towards making decisions that are generally accepted, effective, clear, and acceptable to those who will be required to implement them.
  • A decision can be changed by the committee in its normal way of agreeing to other matters.

ALL OTHER MEMBERS WILL ASSIST BY

  • Cooperating with the Sub-committee Head and allowing the standing orders to operate.
  • Respecting opinions, allowing all voices to be heard, and treating everyone equally.
  • Working together, trusting each other, respecting confidentiality, sharing tasks, and seeking agreed ways forward.
  • Showing goodwill and understanding regarding the roles of the committee and the management/operational/leadership role of the school.

REPORTING

While the sub-committees function under the guidance of the Sub-committee Head, the collective reports from all the sub-committees shall be compiled and presented to the school community and the management on the 15th of every month. This responsibility falls on the Principal (Administrative Leader), the Principal (Instructional Leader) and the Vice-Principal.
